Does the inclusion of the line 'THIS IS A SERIOUS NOTICE' make a notice more or less serious?

Btw, you don't look serious, you just looked incredibly pissed off.
Kirsty, it's as maybe that goats will eat anything, but on the assumption they don't use their big horns as a form of cutlery it's not being eaten that's their weapon.
And surely pissed of is a subsection of serious - one could hardly be incredibly pissed off in a jovial way.
